Monitoring, Evaluation, Accountability and Learning (MEAL) Manager – Chad

About the role: This is a 12 month (renewable), new role with unaccompanied terms based in Ndjamena, with frequent travels to Goz Beida, Sila Province, (30%) and in Baga Sola, Lake Province, (40%) and with a salary of Grade 3 €39,128 – €43,476 per annum plus benefits.

You will report to the Programmes Director. You will line manage the Goz Beida Assistant responsible for M&E and the Assistant responsible for accountability. You will also technically supervise and manage the two (2) M&E Officer in the Lac programme. You shall work closely with Programme Director, all Programme Managers, the Area Coordinator in the Lake Province, the Area Coordinator in the Sila Province.

Your purpose: You will ensure high quality programme planning, monitoring, evaluation and learning across the Chad country programme by establishing relevant M&E systems to keep track and report on programme progress and provide training and capacity building to programme staff at all levels. You will also provide high quality technical support during project design and implementation. You will be the focal person for all accountability issues, both internally and as part of our programme activities and you will ensure that the cross cutting themes of gender and accountability are mainstreamed across the different programmes. You will be responsible for managing budgets related to M&E systems and activities (baseline, endline, research, surveys etc.).

You will be responsible for:

Monitoring, Evaluation and Learning:

  • Design, implement and oversee an M&E system that provides appropriate measures of programme progress against agreed objectives;
  • Oversee the design and lead on the implementation of baseline, midline, and endline surveys for Concern’s programmes (development and emergency) in Chad;
  • Organise regular project reviews with the project team providing feedback and orientation on results;
  • Establish, ensure and monitor beneficiary tracking systems;
  • Support the implementation of technical surveys working with the relevant programme teams to ensure that data collection techniques are robust and rigorous, that staff and agents involved have a good understanding of their roles, and that the data collection and analysis is timely and meaningful;
  • Support and provide guidance on the use of DDG (Digital Data Gathering) devices for all data collection activities;
  • Develop a knowledge management system to capture lessons learned and disseminate these within Concern Chad and more widely as appropriate in collaboration with the Advocacy and Communication Officer;
  • Ensure all aspects of the programme activities adhere to programme quality standards and policies (PM&E, accountability and mainstreaming of gender and protection) in a coherent and integrated manner;
  • Take the lead on internal evaluations and be the focal point for external evaluations;
  • Prepare for, and oversee any research activity conducted by the country programme, both directly and through consultants and ensure research outcomes are clearly documented.
  • Ensure dissemination of learning from technical advisor/consultant visits;
  • Support programme teams in preparing and conducting needs assessments and contextual analysis as required;
  • Undertake qualitative researches to complement quantitative data;
  • Promote Result-Based Management culture throughout the programme activities.

Programme Quality:

  • Support the Programmes Director and the programme team in developing robust logframes with SMART indicators, in line with Concern’s Programme Quality Guide;
  • Support adherence to the Concern Programme Cycle Management Systems (PCMS) approach in all programme development processes as relevant to each sector;
  • Monitor programme activities to ensure they are carried out in line with the organization’s internal systems and procedures and that Core Humanitarian Standard’s (CHS) commitments on accountability are met;
  • In collaboration with the PD, oversee the implementation of a robust Complaint Response Mechanisms (CRM) across the country and ensure that any feedback or complaints from stakeholders are handled in an appropriate and systematic way.

Accountability:

  • Contribute to the training and monitoring of CHS commitment in close collaboration with PD, AC, EC and the HR & Admin Manager;
  • Initiate and support sensitisation and training of all stakeholders to promote an effective CRM across the country programme
  • Coordinate with other Humanitarian Actors in joint efforts to promote accountability within the sector and keep abreast of discussions/initiatives of the Protection Cluster;
  • Ensure that Concern mainstreaming polices are understood by all staff and are implemented at all levels, both in the programmes and internally, particularly relating to gender equality and protection.

Human Resource Management:

  • Ensure job purposes and objectives of M&E staff are clearly defined and understood;
  • Assist with the recruitment, induction and performance development reviews of M&E staff;
  • Manage and technically supervise the M&E staff in Goz Beida and Bagasola and train and support programme staff in strengthening M&E activities as required.

Financial Management

  • Liaise with Programme Managers in the preparation of donor budgets to ensure that all M&E and programme quality initiatives are accurately costed and included in budgets.
  • Responsible for the management of the M&E, Programme Quality and cross cutting activities budget
  • Support the completion of budgets reporting mechanisms.

Other:

  • Actively participate in collective exercises such as preparation of updates for Effective Emergency Response (PEER) planning, Security Management Planning (SMP) and other Concern initiatives;
  • Undertake other related duties as may reasonably be assigned by the Country Director or the line manager.

CHS/Accountability:

In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

  • actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
  • work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
  • work with relevant colleagues  to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Your skills and experience will include:

Essential:

  • Relevant graduate degree (economics, development or equivalent);
  • A minimum of two years of relevant field based experience in the development/ humanitarian sector;
  • Experience of setting up and implementing multi-sectorial PM&E systems;
  • Demonstrated experience in all stages of the PCMS (Programme Cycle Management Systems): assessments, programme development, including the logical framework approach;
  • Strong writing skills, including donor reports;
  • Experience in staff capacity development and management;
  • Ability to work independently and under own initiative;
  • Experience of working in an insecure environment;
  • Strong French and English language ability;
  • Flexibility and the ability to work with a multi-cultural team;
  • Demonstrable interpersonal and communication skills;
  • Good organisation, planning and management skills;
  • Ability to work under pressure, often to strict deadlines;
  • Excellent computer skills, including Microsoft Word, PowerPoint and Excel, plus SPSS and use of GIS.

Desirable:

  • Post graduate degree in relevant discipline ;
  • Practical experience of ensuring gender sensitive monitoring;
  • Experience in preparing budgets and reports for international donors;
  • Cross cultural awareness and sensitivity;
  • Experience in CHS and particularly set up of CRM.
