Le projet Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) de l’USAID recherche un directeur national (basé à Niamey, Niger) pour soutenir le projet GHSC-PSM au Niger. Le GHSC-PSM est le principal véhicule par lequel l’USAID 1) se procure et fournit des produits de santé, 2) fournit une assistance technique pour améliorer la gestion de la chaîne d’approvisionnement par les pays partenaires, et 3) collabore avec les principaux acteurs internationaux pour soutenir les initiatives de santé mondiale. Le GHSC-PSM met en relation des solutions techniques, des experts et des processus commerciaux éprouvés afin de promouvoir des chaînes d’approvisionnement sanitaires efficaces et rentables dans le monde entier. Notre objectif est de garantir un approvisionnement ininterrompu en produits de santé afin de sauver des vies et de créer un avenir plus sain pour tous.
The country director is responsible for providing overall strategic direction and leadership for the GHSC-PSM project in Niger. The country director will manage the development of technical strategies and work plans; monitor programmatic, financial, and administrative performance; supervise the administration of standard project operating and financial procedures; manage short and long-term technical assistance; and maintain effective communication with the USAID Mission in Niger, the Chemonics home office in Washington, D.C., and other donors and cooperating agencies. Responsibilities include:
Lead and supervise monthly last mile distribution of Malaria pharmaceuticals and long-lasting insecticide treated nets
Apply hands-on, detail-oriented technical management to last mile distribution to ensure compliance with established standard operating procedures and transparent and effective accounting for commodities
Lead collection and analysis of data from all available sources to allocate sufficient quantities to health facilities, including use of the project’s Integrated Call Center to collect data and calculate consumption and optimal quantity allocation
Effectively communicate with USAID and the Government of Niger to articulate the project’s vision for last mile distribution, align expectations of all stakeholders with effective implementation and project resources, and diplomatically address feedback on project activities
Develop and implement annual work plans and budgets that reflect the priorities of USAID, the Ministry of Health, and other key stakeholders
Ensure the use of appropriate management methodologies to plan, organize and control resources to achieve goals
Develop, implement, and review appropriate staffing, technical assistance, and procurement plans that lead to the effective implementation of the project’s strategy and work plan
Supervise office operations in adherence with policies and USAID regulations, including HR management, procurement, finance, and administration
Develop, update, and implement performance monitoring plan that encompasses commodity security and logistics management indicators and includes project-wide performance measures
Oversee regular data collection and reporting and lead quarterly reviews of performance analysis to identify issues and drive evidence-based interventions
Assess risks quarterly and implement risk management/mitigation strategies for procurement and logistics services
Ensure compliance with procurement standard operating procedures, including supplier order fulfillment, order tracking, customs clearance/freight forwarding, storage and distribution, and logistics management information systems
Coordinate with relevant stakeholders in the provision of assistance to build the capacity and capability of national systems
Report results of the projects’ work to USAID, Ministry of Health, other donors, and the home office; ensure timely submission of high-quality deliverables
Perform other duties and tasks as designated by supervisor and/or project leadership
Qualifications:
Advanced degree in medicine, public health, supply chain, logistics, project management, or a related field, or a bachelor’s degree in the same fields plus an additional 5 years of work experience beyond the 8 required below
Minimum 8 years of experience in public health program management, pharmaceuticals and medical supplies, and/or supply chain management systems
Prior experience serving as a member of the senior leadership team (Country Director, Deputy Country Director, or technical component leader) on USAID-funded pharmaceutical supply chain projects or similar experience at Home Office level combined with STTA missions
Experience working in challenging, low-resource operating environments required
Experience implementing last mile distribution or supply chain logistics activities strongly preferred
Ability to create efficiencies and lead operational transformation in large complex programs preferably with experience in medical procurement, logistics, or supply chain management
Skilled in leading and managing high-performing teams; ability to build capacity of team members and local government counterparts
Proven ability to work collaboratively with host-country officials, donors, and other key stakeholders
Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills
Demonstrated leadership, versatility, and integrity
Fluency in French required
Working proficiency in English required; fluency preferred
