Job Summary

The Kasai Oriental Provincial Operation Manager will be stationed in Mbuji Mayi and will provide administrative and financial leadership under the supervision of the Provincial Director.  The Kasai Oriental Provincial Operations Manager is responsible for overseeing the procurement, administrative, HR, inventory management, finance and accounting, and logistics functions for Kasai Oriental province.

Key Roles and Responsibilities

  • Oversee the management of Human Resources issues for the province in conjunction with the HR Manager located in Kinshasa
  • Oversee the logistics for all project activities in the province, including workshops, training and meetings, lodging and travel arrangements, specifically but not limited to contacting participants, negotiating and securing event space
  • Work with the Logistic/ Travel Manager in the province to oversee the travel logistics of staff and partners including the booking of transport and accommodation
  • Provide office management and logistic support to the provincial office
  • Oversee the procurement activities in the provincial office: ensure that all procurement documents are in compliance with USAID rules and regulations and Abt’s policies and procedures and ensure proper administration of the procurement process until the final acceptance of goods/services
  • Provide on-going financial administration to the province including approval of financial transactions (including payroll, vendor invoices, and vouchers), approvals of purchase requisitions and purchase orders. Monitor financial transactions, ensure accountability and transparency and access unusual transactions that may lead to fraud
  • Work closely with the Accountant in the province to ensure a timely submission of the monthly field expenses (ROV) to the Kinshasa office
  • Work closely with the Transport/ Security Manager in the province and the Security Director located in Kinshasa to provide guidance in safety measures for all office staff
  • Oversee the management of project’s assets, safeguarding of inventory and ICT equipment, transport and vehicle management and maintenance of office premises
  • Responsible for the inventory of the province
  • Ensure compliance with USAID’s rules and regulations, Abt’s policies and procedures
  • Supervise and coach the administrative and Finance staff in the province

Preferred Qualifications

  • Bachelor Degree in Business Administration, Management, Logistics or other relevant field
  • At least 5 years of professional experience in managing logistics, procurement, office management of large international development projects, preferably USAID-funded projects
  • Demonstrated organizational, reporting and management skills. Planning skills of project tasks and budgets highly desirable
  • Excellent interpersonal skills
  • Demonstrates leadership and team work and produces high quality work in a timely, cost effective manner
  • Excellent interpersonal and communication skills. Ability to work as part of a team, including international, national, and provincial counterparts
  • Experience with USAID and donor projects is preferred
  • Fluency in French and excellent verbal communication and writing skills in English

Minimum Qualifications

  • Bachelor’s degree and 4-6 years of experience OR the equivalent combination of education and experience
