  1. Le Bureau de développement régional et de prestation d’affaires pour l’Afrique australe de la Banque africaine de développement (RDGS) recherche les services d’une société de conseil en ingénierie expérimentée et qualifiée possédant une vaste expérience en construction commerciale pour effectuer une évaluation de l’état des bâtiments sur les installations de la Banque situées à Pretoria. (c’est-à-dire RDGS). Les bureaux de la Banque sont situés au 339 Witch-Hazel Avenue, Highveld, Centurion, RSA ;
  1. The African Development Bank is a regional multilateral development institution, established to promote the economic and social development of its regional member countries (81 member countries) by mobilizing resources for the financing of projects and programs ;
  1. The Bank hereby invites Engineering Consultancy firms to indicate their interest in the following Assignment : Conducting a Building Condition Assessment on the Bank’s building and technical equipment located at the Southern African Regional Office (RDGS) as detailed below ;
  1. The services to be provided under the Assignment include: PHASE 1 (i) Carrying out a detailed civil and technical assessment of the six building units and technical equipment (i.e. Plumbing, HVAC, Fire protection, Electrical switchgear and reticulation, generators, transformers etc.) located within the Bank’s premises (ii) Preparation of comprehensive report on the condition of each of the building units, technical equipment, roads and grounds, highlighting the shortcomings with the buildings facility and technical equipment (iii) Checking and verifying that the building is safe to occupy now and into the future (iv Identifying potential and existing defects, hazards and areas of potential building or equipment failure (v) Coming up with detailed and clear guidelines and costings on what needs to be done to address the shortcomings or faults identified within the building and its technical installations, and PHASE 2 (vi) If appointed by the Bank for the second phase of the assignment, carrying out supervision of the works that need to be done by the selected contractors to ensure that the defects have been rectified to expected standards and quality, (vii) Issuing out certificates of compliance for both the building and technical installations after any defects have been addressed ;
  1. The Bank’s General Services and Procurement Department (CHGS) invites suitably qualified and experienced Engineering Consulting Firms to indicate their interest in providing the above-mentioned services. Interested eligible Consulting Firms or associations of Consulting Firms shall, in no more than 15 pages, provide information on their qualifications and experience, demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, etc.). Please note that the 15 pages must include all attachments ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure budget. Please note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist. The Bank will also not be required to give reasons for the rejection of any consulting firm ;
  1. The estimated duration of the services is fifteen months, inclusive of 3 months for Phase 1 and 12 months for phase 2 of the assignment. The estimated project start date is 1 January 2022 or earlier ; 
  1. Expressions of interest must be received by email at the address below no later than Monday 18th October 2021, at 16:00hrs South African time and specifically mentioning the subject title above ;
  1. Companies shall submit their expressions of interest to this email : [email protected] not later than 18th October at 1600hrs ;
