Standard Job Description

Associate Government Liaison Officer Organizational Setting and Work Relationships The Associate Government Liaison Officer is usually located in country operations. S/he plays a crucial role in ensuring UNHCR’s approach to the Government is consistent, strategic and coherent. UNHCR assists the Government on coordination, response delivery and protection issues. Typically, this involves joint coordination arrangements, partnership with various government departments in service delivery, and regular dialogue at all levels on refugee protection issues. The main aim is to ensure that UNHCR can fulfil its role to support the Government to lead the refugee response ensuring the protection of refugees and – in line with the GCR – promote the inclusion of refugees into national systems by coordinating with other actors – including development actors at the early stages of a refugee response and in mixed situations supporting the Government to prevent, respond to and resolve internal displacement while complementing and reinforcing national response efforts. This should be done in line with UNHCR¿s Mandate, the Global Compact for Refugees, the IDP policy, and agreed inter-agency commitments. More specifically, the incumbent advises the senior management on issues and processes concerning the relationship with the Government and related positioning, coordination, advocacy, information, resource allocation, fundraising, reporting, and communication with other UN agencies, NGOs, civil society actors, private sector, media and other relevant actors through strong engagement in humanitarian inter-agency processes, but also with a focus on development processes as they impact on UNHCR. The overall goal of the position is to strengthen and enhance the effectiveness of UNHCR¿s leadership roles and responses to situations affecting people of concern to UNHCR (refugees, asylum-seekers, IDPs, stateless persons, returnees, host communities) through an open and transparent partnership approach with the Government. Statistics and Data Analysis Associate Organizational Setting and Work Relationships The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025 UNHCR becomes a trusted leader on data and information related to refugees and other persons of concern, thereby enabling actions to protect and to empower persons of concern. The Strategy stipulates investing in four complementary priority areas: data management and governance; information systems; capacities and skill development; and culture for evidence-informed decision-making. The strategy envisages data and information management functions in UNHCR carried out in a complementary and inter-linked manner between Headquarters Divisions and Services, Regional Bureaux, Country Operations and key external partners, including persons of concern. Under the supervision of the (Senior) Statistics and Data Analysis Officer, (Senior) Statistician, (Senior) DIMA Coordinator or other designated manager, the Statistics and Data Analysis Associate assists in coordinating and supporting statistical and data analysis activities in the relevant Office(s) or Service for evidence-informed planning, advocacy, and coordination. This includes liaising on related statistical and data issues with other UNHCR Offices, programme and protection colleagues, technical units (e.g. health, livelihoods, shelter, energy, and education) as well as key external stakeholders and other agencies, including Government partners in the national statistical system. The Statistics and Data Analysis Associate provides technical support for the design, data collection, processing, analysis and dissemination stages of the statistical process. S/he will provide the necessary quality assurance and technical support for statistical and data analysis activities to Headquarters, the Regional Bureaux, and Operations; helps ensure these processes are in accordance with technical and ethical statistical standards; and undertakes global, regional or country-specific statistical and data analysis activities. The incumbent will support multi-stakeholder, multi-sector, and multi-country activities in relation to planning, funding and advocacy efforts, as well as internal and external assessments, regional and country-based planning and monitoring activities. Desired Candidate Profile

The desired candidate is a trained statistician, with an experience in data collection, analysis and dissemination. This position requires someone with a good understanding of official statistics, an experience in national statistical office would be ideal. It is a regional position covering West and Central Africa, the incumbent should have a good command of both French and English languages.

The Statistical and Data Analysis unit also works on development tools in statistical programming such as R. The desired candidate should have some experience in the R programming.

Data collection is a key part of our work as statistician, the candidate should have an experience in Kobotoolbox and/or other ODK based tools. Finally, some experience in designing survey samplin would also be ideal.

Operational context

Nature of Position:

 

UNHCR Regional Bureau for West and Central Africa (RBWCA) located in Dakar supervises sixteen countries with UNHCR presence (Burkina Faso, Cameroon, CAR, Chad, Côte d’Ivoire, Gabon, Ghana, Guinea, Liberia, Mali, Niger, Nigeria, Senegal, and Togo) and another seven where there is no presence (Benin, Cape Verde, the Gambia, Sierra Leone, Guinea-Bissau, Equatorial Guinea, São Tomé & Principe). While the Regional Bureau for West and Central Africa (RBWCA) seeks to strengthen the overall oversight and ensure compliance coordination throughout the region as part of the second line of defense.

 

As part of the Statistics and Data Analysis team, the incumbent will work under the direct supervision of the Statistics and Data Analysis Officer. The incumbent will support all activities related to Statistics and Data Analysis, with a focus on streamlining analysis and providing support on statistics-related activities in the RBWCA. There are 4 main streams in the Statistics and Data Analysis team:

 

– Annual and mid-year statistics on people forced to flee and stateless

 

– UNHCR corporate surveys program: Results Monitoring Surveys (RMS) and the Forced Displacement Surveys (FDS)

 

– Inclusion of Refugees, IDPs, and Stateless in official statistics (national surveys, census, registries, etc.) through EGRISS

 

– Data analysis, data science, and statistical programming using R, Python and other open source tools

 

Consequently, an incumbent with advanced skills in data collection, analysis and statistical programming is required and prior experience with UNHCR systems is a plus.

 

The candidate should be ready to undertake field missions as required.
