The Country Director (CD) is responsible for fulfilling the CI approved “Performance Standards of Country Offices”. S/he oversees the development, funding and implementation of the Country Office (CO) program portfolio. S/he is responsible for adequate emergency preparedness and manages emergency programming and operations. S/he establishes and sustains productive relationships and political influence with government officials, donors and strategic partners. S/he leads the CO’s fundraising strategy and ensures the CO’s financial viability. An organizational citizen, s/he contributes to CI’s global strategy, shares knowledge and supports the generation of evidence to inform CARE’s global programming.
The CD is also accountable for competent operational and risk management, including the proper management, well being and safety of CARE staff and the proper stewardship of CARE’s resources. The CD models and ensures systematic practice of CARE core values – Respect, Integrity, Commitment and Excellence- S/he also promotes Gender Equality and Diversity among CO staff and in programming.

CARE Niger is seeking an experienced and talented Monitoring & Evaluation (M&E) Lead who will be accountable for full-cycle monitoring and evaluation activities for the five-year Hamzari Program (October 2018 – October 2023), funded by USAID’s Bureau for Humanitarian Assistance (BHA).
Hamzari is a USD $33 million Resilience Food Security Activities (RFSA) with a mission to enhance food, nutrition, and economic security, targeting vulnerable communities based on indications by the Government of Niger. Now in its third year, the program aims to directly impact 142,000 unique participants across these communities. The goal of Hamzari is to increase sustainable, equitable, and resilient food and nutrition security for vulnerable groups.
The M&E lead is one of five designated key personnel on the Hamzari program. In addition to being accountable for full-cycle M&E activities for Hamzari, s/he will develop and put in place systems that focus on activity quality and sustainability and will oversee the development and implementation of the M&E plan; use indicators to evaluate progress; ensure real-time learning; support partner M&E capacity building; and contribute to the creation of Hamzari’s learning agenda. The person in this role will also be responsible for developing a methodology and tools to design an evaluation of the program.
Reporting directly to the Chief of Party, the M&E Lead will also ensure timely and accurate reporting as required on program indicators on a quarterly and annual basis. S/he will demonstrate expertise and leadership as well as strong technical skills to generate and analyze quality evidence and data through monitoring, assessments, and evaluations. S/h will partner closely with the Chief of Party to coordinate with partners and stakeholders to develop highly effective implementations.

Qualifications:
- Bachelor’s degree in Economics, Agriculture/development economics or a related field. Master’s degree preferred
- A minimum of 8 years of directly related experience with significant expertise in qualitative methods. Strong familiarity with USAID BHA and other donor M&E requirements
- At least 5 years of experience as a lead M&E Specialist for BHA RFSA or programs of equivalent size and complexity.
- Demonstrated experience in building or strengthening monitoring systems, qualitative and quantitative analysis, survey and sample design, and effectively promoting evidence-based program management.
- Demonstrated experience developing, leading, and operationalizing a comprehensive M&E component of a large donor-funded award. Previous experience with USAID/BHA programs is required.
- Knowledge of Theories of Change, logic models, food and nutrition security indicators, M&E plans, data quality assurance, data utilization, and gender integration into M&E
- Demonstrated ability to build and maintain partnerships and productive working relationships with a wide variety of stakeholders, both internal and external to the organization.
- Demonstrated and proven leadership skills and capabilities
- Ability to translate complex and complicated ideas into easily accessible and understandable concepts and/or messages
- Excellent, high-level, demonstrated written and oral communications skills in English is required

The Sub-Regional Security Officer (SRSO), under supervision of Regional Security Manager (RSM) is mainly responsible for assisting CARE Country Offices (COs) within the Great Lakes sub-region (DRC, Burundi, Rwanda and Uganda) in the implementation of staff safety and security protocols and procedures. This will include, but not be limited to, promoting staff safety and security awareness, professional approaches, preparedness and management, in support of program implementation.
S/he will work in conjunction with Country Office Safety and Security (SS) Managers (SSM), Advisors (SSA), National Security Officers (NSO), Focal Points (SSFP) and Country Directors (CD) within their assigned sub-region in ensuring a consistently acceptable standard of risk management to minimize the likelihood and impact of potential threats. The Sub-Regional Security Officer is subject to deployment to any location in Africa, including volatile locations, to assist in addressing security and safety concerns, assist in developing appropriate plans and/or provide technical assistance.
Responsibilities:
1.Support to CO Safety and Security Staff:
- Assist CO SS staff in developing contextual understanding of their areas of operations as guided by the RSM and in consultation with program staff.
- Assist CO SS staff in preparing, conducting and reporting risk assessments.
- Monitor proper implementation of the Safety and Security Management Plans (SSMPs)
- Assist CO SS staff to prepare for major events and critical incidents where SS is concerned.
- Assist CO SS staff to organize and facilitate SS awareness training for staff members
2.Procedures and Protocols:
- Using CARE Key Performance Indicators and other tools, monitor that CARE SS protocols and operating procedures are in place, are up to date and are being used. Advise CO SS staff and RSM of any gaps.
- Monitor that effective communications and equipment are properly used and are following international protocols.
- Monitor that SS protocols are followed and respected by all staff members especially with regard to travel, medical and personal safety.
- Report any non-compliance or deviation to CO SS staff, CD and RSM.
3.Critical Incidents:
- Provide guidance to CO SS staff in updating information on SS situation to the CD and RSM and monitor closely any potential risk to the staff or assets of CARE.
- Assist in emergency evacuation in any of the CARE offices if in potential danger.
- Advise CO SS staff and CDs on appropriate action during a critical incident.
- Assist in investigation of SS incidents where any CARE member may be involved. 4.Communication and Reporting
- Advise CO SS staff on situational report and assessment formats and procedures.
- Monitor that CO SS staff submit regular reports such as Monthly Security Report. Consolidate the MSR for the sub-region.
- Monitor that all staff are aware of and understand SS protocols and procedures.
- Communicate SS-related information updates and/or alerts to CO SS staff.
- Monitor the Travel Restrictions on CI websites and make updates in consultation with COs and RSMs if expired or if there are any significant events.
5.Safety and Security Logistics and Training:
- Monitor any gap in logistic support and advise CO SS staff on appropriate action.
- Monitor cost effectiveness and efficiency with regard to SS logistics.
- Provide and participate in safety and security training for sub-regions and as part of CSU. Training may include – security awareness, HEAT, First Aid (TMAT), crisis management, SSFP orientation and any other training that might be required.
6.Perform any other assignment related to support to CO SS staff and CSU as required by the RSM
Qualifications:
- Bachelor’s degree. Education qualification may be relaxed for experienced candidates;
- Specialist technical training in safety and security such as NGO, private sector security, public safety, military or police training at the supervisory level;
- Qualified instructor in aspects of risk management such as risk assessments, staff awareness and incident management.
- 3 years’ experience in assisting humanitarian or development organization in safety and security program or equivalent experience in the public or private sectors.
- Experience outside country of residence in safety and security context.
- Safety and security management – information collection, investigations, analysis, assessments and reporting Desired
- Specific NGO security training (eg. RedR Security Management HEAT, Risk Management or similar training). Qualification as a trainer in safety and security).
- Language: For ECA Great Lakes – Excellent in written and oral French and English.
- Computer: Basic knowledge and operation skill in Microsoft Office and internet connectivity
